Yes Fines and more penalties which can go towards the renters IF victim ised , otherwise goes into a Fund for Aucklanders

What do you think Council should do to address power imbalance between landlords and tenants? If nothing, why?

Renters and Homeowners get every single possible rebate, reduction, refundable, from council and supporters. In as quick as possible way.
Implement immediately weathertightness , housing zones improvements, and expansions and building consents easily, quickly, efficiently.
AND penalise both vandalising renters and unethical landlords with finance amounts put into a fund to assist all Aucklanders.

Yes. Regulated rent rises with reward systems for every year renters maintain the rental in clean fit tidy state, with rent reductions

With central government assistance and power companies

Get advocates for renters to get renters homes that are high quality, warm , watertight, safe and affordable. And reward the renters who maintain their rentals to high clean standards regularly.
